Local Development is enough for a pilot with a few people you can hand a URL to. Production Setup covers the rest: process management, a reverse proxy, and persistent storage.
Authentication takes a different route depending on who your annotators are. Institutional accounts go through SSO and OAuth, managed accounts through Password Management, and crowdworkers through the passwordless links described in Crowdsourcing Integration.
Task Assignment decides who sees which items, and Heterogeneous Annotator Coverage covers the case where different annotators should see different amounts.
